Legislation Regarding Crew Rest and Duty Rules

H.R. 4, the U.S. House of Representatives version of the FAA Reauthorization Act of 2018, contains a section seeking to update the fatigue rules for FAR Part 135 pilots. Section 517, "Aviation Rulemaking Committee for Part 135 Rest and Duty Rules," calls for establishing a rulemaking committee comprising industry representatives, labor organizations and safety experts, to review and provide recommendations on pilot rest and duty rules for air charter operations. According to the proposed legislation, the FAA administrator was to submit a report on the committee's findings and issue a Notice of Proposed Rulemaking based on its recommendations within a year of its submittal to Congress. The bill passed in the House on April 27, 2018, and was sent to the Senate. We'll see what happens next.
