Implementation of noise rules restricting use of firecrackers & loudspeakers & public awareness of related legislation

The government of India enacted the Noise Pollution (Regulation and Control) Rules,2000 to curb the growing problem of noise pollution. Prior to the enactment of theserules, noise pollution was not being dealt with specifically by a particular act. ThoughIndia is now ready to stand in the line of developed countries the issue of noise pollutionhas not been taken with the seriousness it ought to have been. First, there is a lack of willon the part of the executive to implement the laws, possibly due to lack of infrastructureessential for its enforcement. Second, there is a lack of requisite awareness on the partof the citizens as compared to advanced nations. As deleterious effects of noise pollutionare known to a very small section of people, noise pollution is generally accepted as apart of life by the larger section. This paper discusses the provisions in the law to controlthe use of firecrackers and loudspeakers in particular and findings of studies onfirecracker noise emissions and awareness of noise legislation in the general public asone of the important factors affecting its implementation.
