The Assault on EBO

Ten years ago, Effects-Based Operations was a driving concept in US military strategy. It was a departure from the traditional American way of war which, since the days of Ulysses S. Grant, had centered on annihilation and attrition. According to EBO, the purpose of a military operation is to achieve a desired strategic, operational, or tactical effect-such as neutralizing the enemy or holding him in check-but does not in every instance require the destruction of the enemy force, especially at the expense of high casualties.
