Rock was born in 1632 , is a famous British political thinker in seventeenth Century. The paper Starting from the state of nature, based on the relationship between man and nature, the rights and duties of individual natural rights, social contract theory, the separation of powers and limited government, describes the system of Rock of limited government theory in detail.
