城乡建设用地增减挂钩政策背景下农村居民点整理潜力分析——以广西桂林市全州县为例

摘要

To mitigate the contradiction between the expansion of land for urbanization and the protection of arable land, it is an effective measure for the government to implement the policy of urban construction land increase linking up with rural construction land reduction. By using the field survey method, this paper firstly defines the implication and meaning of the policy, and then, based on the analysis of the present situation of rural construction land in Quanzhou County, predicts the potential of the policy in rural residential land consolidation and the control of urban and rural construction land use, with the result that the total potential of the policy in Quanzhou County is relatively great.%为缓解城镇化用地扩张和耕地保护之间的矛盾,实施城乡建设用地增减挂钩,不失为一有效途径.采用实地调查的方法,从城乡增减挂钩政策的内涵及意义出发,在对全州县农村建设用地现状分析的基础上,对农村居民点整理潜力、农村居民点挂钩整理潜力以及城乡建设用地增减挂钩潜力进行预测,结果表明全州县整体挂钩潜力较大.
