基于项目全寿命周期理论和计算机技术,按照融资、建设、运营三个阶段对公共项目的一般结构和公共项目多主体的相互关系进行深入分析.在此基础上总结出公共项目实施过程中各主体内部之间以及各主体与外部环境间的信息流传递的方式、内容及特点,利用windows现有平台构建公共项目多主体信息模型的总体结构,并对此信息管理系统包含的招投标管理子系统、建设管理子系统、运营管理子系统和信息公布子系统进行模块设计.该信息系统框架可用于指导公共项目信息化管理系统的开发,或评估已有的信息化管理系统,以便于系统能广泛的应用于公共项目管理之中.%Based on the asymmetric information theory and computer technology, the paper deeply analyzed the public project general structure and the relationship between multi - agent at three stages of finance, construction, operation. On this basis, this paper summed up the way, content and features of messaging between the public project participants, as well as the participants and external environment in public project. The paper used window existing platform to build the information model of public project, and designed subsystem module for construction management subsystem, bidding management subsystem, operation management subsystem and information released subsystem which included in the information system. The information system framework can be used to guide the public project information management system development, or evaluation of existing information management system, so that the information system can be widely used in public project management.
