中国环境治理政策效率、评价与工业污染治理政策建议

摘要

In order to evaluate the efficiency of China's environmental governance policy,we mainly consider the efficiency of environmental pollution control investment by using DEA-BCC model to study the data about the investment from 2000 to 2012. The results show that China's environmental governance investment efficiency is not high and the vast majority of years are in non DEA effective. It shows that there is a clear downward trend with the actual time,the decision making u-nits have the common problems such as input redundancy and output deficiency. Owning to evaluate effectiveness compre-hensively,we use the method combined with AHP and fuzzy comprehensive evaluation based on the environmental govern-ance policy in China. The results show that China's environmental governance policy overall evaluation is poor;the main e-valuation grade of 4 kinds of environmental management policy is also not rational;score transformed scores are in the 60-65 fractional period. Therefore,in order to enhance the efficiency and effect of environmental policy,we must reform and perfect China's environmental policy. And the most important thing is to build a scientific and systematic environmental pol-icy system.%运用DEA-BCC模型研究我国2000-2012年的环境污染治理投资效率。结果表明，我国的环境治理投资效率并不高，绝大多数年份都非DEA有效，且随着实际的推移呈现明显下降趋势，决策单元中投入冗余与产出不足的情况较为普遍。运用AHP与模糊评价相结合的方法对我国环境治理政策的实施效果进行综合评价，结果表明我国的环境治理政策总体评价较差，4类主要的环境治理政策的评价等级也不理性，分值转化后分数均在60-65分数段内。由此可见，为了提高环境政策效率与效果，我国的环境治理政策必须进行改革与完善，而最关键的是构建科学化与系统化环境政策体系。
