我国高新技术产业政策演进特征及问题——政策目标、政策工具和政策效力维度

摘要

通过对我国高新技术产业政策进行量化分析,揭示我国高新技术产业政策的演进特征及当前存在的问题.以我国1986-2015年间197项高新技术产业政策为研究样本,从政策效力、政策目标和政策工具3个维度进行细化,继而从颁布数量和效力角度进行分析.研究发现:我国高新技术产业政策的效力普遍不足,尤其是高新技术政策和创新政策;政策目标体系中的政策在数量上基本均衡,但对一些更有利于高新技术创新的政策却重视不足;政策工具缺乏协调性,需求政策不仅数量不足,效力也较低.%The purpose of this thesis is to discuss the evolution characteristics and problems of high-tech industrial policy in China.The thesis sets the standards to analyze policies in three dimensions (i.e.effectiveness,objectives and instruments).On the basis of the standards,the thesis carries out a statistical analysis of the policies from 1986 to 2015 and evaluates the high-tech industrial policy from the perspective of numbers and effectiveness.The thesis argues that the government should improve the policy effectiveness,especially technology policy and innovation policy;in the policy objective system,there is a balance in numbers,but insufficient attention to some policy that is more conducive to technological innovation;in the policy instrument system,there is a lack of coordination and demand policy is inferior on numbers and effectiveness.
