完善公务员激励制度的思考

     

摘要

激励制度是公务员制度的内在核心机制,贯穿公务员制度的始终,是激发公务员主观能动性,提高行政效率的重要环节。激励制度的有效发挥也是防止权力异化,建设廉洁政府的前提。我国公务员激励制度虽然在实践中取得较大成效,但仍存在着人浮于事、作风散漫、安于现状、不思进取、贪污腐化的现象,因此对公务员激励制度的完善显得十分必要和紧迫。本文通过对西方国家激励制度和我国公务员激励制度进行分析比较,并借鉴斯金纳强化理论对完善我国公务员激励制度提出相应的建议和对策。%Incentive system is the core mechanism of the civil service system, through the civil service system, which is the important part to stimulate the civil servants' initiative and im-prove the administrative efficiency. The effective use of the in-centive system is to prevent the alienation of power, the premise of building a clean government. The incentive system of the civil servants in our country has made great achievements in practice, but there are still some problems, such as overstaffing, undisci-plined, complacent, lazy, and corrupt phenomena, so it is nec-essary and urgent to improve the civil service incentive system. Through an analysis and comparison between incentive systems in Western countries and the civil servant incentive system in China, and referring to Skinner's Reinforcement Theory, this paper puts forward corresponding suggestions and countermeas-ures to improve China's civil servant incentive system.
