Improving the Civil Servant Training System to Enhance the Quality of Civil Servants

Civil servant's quality,capability and values are important factors that influence government administration and government's competitive advantage. Civil servant training is a major way to improve civil servant's quality. And the training and knowledge renewal for civil servants are imperative under the situation. The paper analyses the actual condition of civil servant training in China,using the training model of Shanghai civil servants for reference,points out that it's essential to design scientific civil servant training process,construct appropriate civil servant training system to improve the quality of civil servants.
