海洋水产品安全追溯系统实施的决策行为分析——基于食品供需网(FSDN)理念

         

摘要

近年来,我国海洋产业快速发展,海洋水产品产量逐年增加,质量安全问题也层出不穷.海洋水产品实施安全追溯系统对促进海洋产业可持续发展具有重要意义.文章从多功能开放型食品供需网(FSDN)的角度出发,以FSDN系统内的海洋水产品企业为研究对象,建立了FSDN平台上通过水产废料供需流联系在一起的两节点企业完全合作和完全非合作实施海洋水产品可追溯系统的决策模型,得出结论:在独立决策情形下,FSDN内不同的海洋水产品市场所代表的两节点独立实施可追溯系统即不分担实施可追溯系统的成本,而是将提高保证海洋水产品安全的生产努力程度作为最优策略;共同决策情形下,FSDN节点企业选择合作实施海洋水产品可追溯系统使FSDN整体收益达到最优,并且此时FSDN系统的整体收益大于独立实施可追溯系统时的整体收益.%In recent years,marine industry in China has been developing rapidly,the output of ma-rine aquatic products continually increased,the quality and safety problems also emerged conse-quently.The implementation of safety traceability system for marine aquatic products has impor-tant significance to promote the sustainable development of marine industry.In the term of the concept of Food Supply and Demand Network (FSDN)with multi-function and opening charac-teristics,with marine aquatic products within FSDN system as the obj ect of the research,a deci-sion model of implementing marine aquatic products traceability system by two node enterprises fully cooperative and completely non cooperative was established on the FSDN platform through the supply and demand flow of aquatic waste linked together.It was concluded that under the in-dependent decision situation,two nodes within FSDN represented by different marine aquatic product market independently implementing the traceability system,namely don't share the cost of implementing traceability system,but will increase production efforts to assure the safety of marine aquatic products as the optimal strategy.Under the common decision-making situation, FSDN node enterprises prefer to be cooperated in marine aquatic products traceability system for FSDN achieving optimal overall revenue,and at this time the overall revenue of the FSDN system is greater than the overall return on the implementation of traceability system.
