发达国家矿区土地复垦对我国的借鉴与启示

摘要

This paper ifrst introduces the practice that developed countries focused their efforts to reclaim mining areas. These practices include:in the United States, there is a complete system to underpin land reclamation. In Germany, ecological restoration of damaged landscape in mining area is based on the planning. In Australia, efforts must be made on exploitation and reclamation simultaneously. And then this paper points out that in China, we must engage in our efforts to formulate a complete and independent law on land reclamation in mining areas; establish independent functional organization. We should integrate reclamation with restoration of ecological environments, and develop systems to use fund for land reclamation.%发达国家矿区土地复垦做法：美国具备完备的土地复垦制度体系，德国实行规划指导矿区生态景观重建，澳大利亚边开采边复垦。对我国的启示：制定完备、独立的矿区土地复垦法；设立独立的职能机构；复垦与生态环境恢复结合；完善矿区土地复垦资金体系。
