对我国矿产资源储量分类分级的温故知新

     

摘要

This paper mainly reviews the evolution of mineral resource reserves classiifcation of China. The reserves classiifcation is learned from the former Soviet Union, but after 28 years of arduous exploration, our Chinese speciifcation standards---series of 1992 was built. After meeting with international practice, we chose correctly three-dimensional classiifcation method from the classiifcation framework of the United Nations. However, 1999 classiifcation criteria have the lfaw of G axis line dislocation, which is failure to correct for a long time. A new round of revision of 1999 classiifcation to 2002 speciifcations, Technical route of square internally and round externally is suggested. Square internally has inherited and developed the characteristics of our country on the basis of 1992 classiifcation. And round externally has completely accepted three-dimensional classiifcation framework of the United Nations of 1997 edition, and attained international standards. The concrete revisions:overall measures for classiifcations of reserves must be made via making the ifrst level classiifcation deifnite;the classiifcation should be divided by prospecting stage;and be in line with three-dimensional classiifcation framework of the United Nations of 1997 edition. The second level should be divided into ABCDEF according to block-section, so that the essence of resources and reserves management has been kept. In this way, the problems such as level confusion of G axis and the problems involved of 1999 classiifcation can be solved, so it can adapt to the current management system;and will help a smooth transition.%以温故知新的精神回顾我国矿产资源储量分类分级的演变过程:虽然师从苏联,但经过28年的艰难探索,建立了中国的规范标准-1992系列;19年来与国际接轨,正确选择了联合国分类框架的三维分类方法,但1999分类标准存在G轴接轨错位缺陷,长期未能纠正。新一轮修订1999分类-2002规范系列,建议采用内方外圆技术路线,内方即在1992分类基础上继承发展我国特色,外圆则是完全采纳1997年版联合国三维分类框架与国际接轨。具体修订方案,明确第一层次分类作总体衡量,以勘查阶段划分,与联合国1997三维分类框架一致;第二层次按块段分级为ABCDEF,保持我国资源储量管理的精华。可以解决1999分类G轴层次混淆及其引起的各种问题,与现行管理体制相适应,与1999分类平稳过渡。
