PPROBLEM TO BE SOLVED: To facilitate acquiring a correct system frequency characteristic constant used for load frequency control. PSOLUTION: A periodic minute fluctuation given to output of a generator 3 connected to a power system 1, such as a microgrid, or power consumption of a load 2 connected to the power system is input as a reference signal. A frequency of the power system 1 is input to a lock-in amplifier 12 as a measurement signal. The minute fluctuation and DC output of the lock-in amplifier 12 are input into an arithmetic unit 13. The arithmetic unit 13 obtains the system frequency characteristic constant K based on the input minute fluctuation and the DC output. An automatic frequency controller 5 obtains an output adjustment value P of the generator 3 by multiplying the system frequency characteristic constant K by a frequency F of the power system, and uses the obtained output adjustment value P to control the output of the generator 3, or the power consumption of the load 2.
