土地利用总体规划实施评价研究--以西部山区开阳县为例

摘要

[研究目的]评估开阳县土地利用总体规划(2006-2020年)主要调控指标执行情况，分析规划最新实施情况，为及时修改规划提供依据，为下一步更加合理执行规划提供参考。[研究方法]实证研究。[研究结果]开阳县土地利用总体规划(2006要2020年)实施情况良好，与规划预期方向基本一致。但存在后备资源不足、建设用地增长压力巨大、空间布局不合理、与经济社会发展不相适应等问题。[研究结论]一方面，提倡集约节约用地，严格控制建设用地增长，建设用地尽量少占耕地，适当开发利用低丘缓坡资源与积极开展村庄复垦补充耕地；另一方面，在不突破原有规划目标的情况下，对规划进行微调，适当调整建设用地空间布局，满足经济社会发展的用地需求。%PurposeTo evaluate land use planning(2006-2020)implementation of major regulatory indicators of Kaiyang County,analyze the latest implementation of the planning,provide the basis for timely modification the planing,provide a reference for implementation the planning more reasonable the next step. MethodsEmpirical study. ResultsKaiyang land use planning(2006-2020)implemented in good condition,consistent with the planning of the expected direction. But there were some problems,such as insufficient reserve resources,construction land grew enormous pressure,spatial layout is unreasonable,incompatible with economic and social development. ConclusionsOn the one hand,to promote efficient use of land,and strictly control the growth of construction land,construction land as little as possible of arable land,development and utilization appropriate the hilly slope resources and actively additional land by reclamation the village;On the other hand,under the original planning goals,modification the land use planning,adjust the space layout of construction land to meet the demand for land of economic and social development.
