影响浙江省医师多点执业的制度因素调查

         

摘要

目的:调查影响浙江省医师多点执业制度实施的因素,分析制约医师多点执业的制度障碍,提出可行性建议.方法:通过自制调查问卷,结合座谈会,调查浙江省医师、医院管理人员及卫生部门人员对于影响医师多点执业制度因素的认知.结果:医师多点执业人才资源不多且结构存在差异;认为事业单位人事编制是影响医师多点执业主要因素的人数占37.4%,是责任安全保障的占27.8%,是劳动关系管理的占20.5%,是其他以人才资源、利益分配为主的占14.3%;多点执业人员考虑薪酬待遇水平等相关问题的比例在65%以上;认为劳动关系管理松散无序的人员比例为59.3%;担忧法律保障问题的占99.4%,担忧商业保险问题的占86.8%,担忧专业团队问题的占90.9%.结论:确立卫生人力资源优先发展战略思路,推进公立医院人事编制制度改革,建立新的医师执业劳动关系管理体系,建立医师执业风险管理体系,把握医药卫生体制改革契机以及合理分配各方利益是落实医师多点执业的关键举措.%Objective: To investigate the influencing factors and analyz the institutional obstacles of doctor multi-sited licensed in Zhejiang Province, then put forward the feasible proposal.Methods: We established the questionnaire to investigate the physicians, hospital administrators and health personnel about the cognition of factors which were affecting the doctor multi-sited licensed in Zhejiang Province.Then we combined with the forums to summarize what the institutional obstacles of doctor multi-sited licensed are.Results: Doctor multi-sited licensed had shortage of talent resources, also it had structural differences.37.4% of the respondents thought that the personnel system is the main reason affecting the doctor multi-sited licensed.The respondents choosing social security and labor relationship management accounted for 27.8% and 20.5%.Remaining 14.3% deemed it was the talent resource or profit distribution.More than 65% of the respondents considered problems which are related to the salary level.59.3% of the respondents thought the labor relationship management was loose.99.4% of the respondents worried about the legal protection, besides, 86.8% of the respondents worried about the commercial insurance issues and 90.9% worried about the professional team issues.Conclusion: Establishing the priority policy of human resources development, promoting the personnel system reform of the public hospital, making the physician management system more prefect, setting up professional risk management system and distributing benefit of all parties reasonable are the keys to implement doctor multi-sited licensed.
