应用型本科高校二级管理机制下的人事制度改革

摘要

地方应用型本科高校推行校院二级管理，对现行人事管理机制提出了新的挑战，迫切要求进一步加快人事制度改革步伐，从全局和战略高度把握人事管理机制的创新。文章基于我国高等教育发展和新一轮高校人事制度改革的趋势，结合地方应用型本科高校二级管理改革中的特点和问题，提出了合理分权、健全机制、分类管理等人事制度改革的对策建议。%The two-level management reform in application-oriented universities put forward the new challenge to the personnel management system. This paper analyzed the new trend of the personnel management system reform in colleges and universities, drew lessons from foreign experience, and proposed some countermeasures and suggestions such as rational decentralization, perfect mechanism, classification management.
