对非发展援助与中国国际责任的当代实践

作为一个有久远历史传统和深厚文化根基的文明古国，一个日渐崛起的现代国家，当代中国的对非援助与履行国际责任带有明显的自主特色与东方大国的行为特征，它既根植于中国古老的文化传统与民族精神，又紧紧服务于当代中国在全球化时代背景下追求民族国家复兴强盛的时代要求与战略目标，及推进世界和平发展的中华民族时代使命感。文章基于中国传统文化与民族精神，讨论分析了当代中国对非援助与履行国际责任的民族实践及支撑这种实践的历史基础与文化渊源，并分析了中国对非援助与中国担当国际责任之间的互动关系。%China, a country with an ancient civilization, has a long historical tradition and solid cultural foundations.Now it is on the rise to a modern country.The contemporary China’s aid to Africa and its inter-national responsibility are characterized by the obvious independence and behavioral feature of an eastern pow-erful country.In fact, China’ s aid is deeply rooted in its ancient cultural traditions and national spirit, and serves for Chinese national rejuvenation which is the requirement of the times and the country’ s strategic ob-jectives in the age of globalization.Besides, this kind of aid also comes from the Chinese nation’ s historical sense of mission to promote the world peace and development.Based on Chinese traditional culture and nation-al spirit, this paper analyses China’ s development aid to Africa and the national practices of international re-sponsibility from contemporary China, the historical and cultural basis of these national practices, and the in-teraction between China’ s aid to Africa and China’ s international responsibility.
