论公民本位的基层社会治理创新及其三个维度﹡

摘要

Citizen-orientation is the logical starting point for the innovation of the grassroots social governance.Maintaining justice and protecting civil rights are the value appeal of the conceptual innovation of the grassroots social governance;the diver-sification of the grassroots social governance body has achieved a return from the power-based to the rights-based,and this return is just the strong support for civil rights.Theoretically,multi-center social governance can realize the transition from the formal democracy to the substantial democracy,while “co-operative governance”can make this a reality.Improving people’s livelihood is the theoretical premise and basic objective of the policy innovation of the grassroots social governance,while the so-ciality,fairness and inclusiveness of the public policy are the three dimension of the people’s livelihood value of such policy.%公民本位是基层社会治理创新的逻辑起点。维护公平、保障民权是基层社会治理理念创新的价值诉求；基层社会治理主体的多元化实现了从权力本位向权利本位的回归，而这种回归恰是对民权的有力保障。多中心社会治理在理论上可实现从形式民主到实质民主的转变，“合作共治”使这种可能成为现实。改善民生是基层社会治理政策创新的理论前提和基本目标，公共政策的社会性、公正性、普惠性是基层社会治理政策民生价值的三个向度。
