中国西北边疆在现代化的历史进程中，由于其所固有的传统价值观所包含的传统属性与现代化所具有的现代性之间产生了内在的张力，导致社会发展和稳定遇到了挑战。而法治所包含的价值内涵蕴含了当下西北边疆社会发展和稳定的要素。因此，从某种意义上说，在法治的理念下寻找社会的价值共识是西北边疆发展和稳定的关键所在。%In the historical process of modernization in northwest China, due to its inherent to the traditional value contains the traditional attribute and modernization with modern attribute occurs between the inner tension, leading to social development and stability to meet challenges in Xinjiang.
