2012年修改后的《刑事诉讼法》在“未成年人刑事诉讼程序”一章中规定了社会调查制度。它是坚持我国未成年人刑事司法政策的需要，是出于未成年人身心发展特殊性的需要，是更好地保护涉罪未成年人的需要，是构建和谐社会的需要，是总结犯罪规律，预防未成年人犯罪的需要。社会调查制度应坚持全面、客观公正、全程的调查原则。社会调查主体专业、调查内容全面、真实、客观公正和审查判断的规范，是构建涉罪未成年人社会调查制度的基础。%The Criminal Procedures Law, modified in 2012, prescribes the social inquisition system in Chapter"Criminal Procedures on Minors". The system is the demand of insisting on judicial policy laws about minors, features of minors' development of growing up, protecting minors, setting up a harmonious society, generalizing the crime rules, and preventing minors' crimes. The principle should be comprehensive, objective, fair and com-plete. The investigators should be professional. The contents should be comprehensive, real, objective and fair. The judgment should be normal. All these are the base of conducting social survey on minors.
