The present invention provides an apparatus and a method for reorganizing social issues from a research and development (R&D) perspective, capable of creating new value from a group of issues which are not similar but relevant, by performing issue clustering in relevant aspects beyond a frame of a conventional issue clustering based on similarity. The apparatus includes: a first clustering unit for performing, with respect to each issue of a network between a user and an issue, issue clustering from a consumer preference issue perspective by binding issues, which is similar in connected user nodes, into a same cluster; a third clustering unit for performing, with respect to each issue of a network between an article and the issue, the issue clustering based on similarity of article content by binding issues, which is similar in the article content, into a same cluster; and a multi-dimensional issue clustering unit for grouping data through multi-dimensional issue clustering using at least two from the consumer preference issue perspective and the article content similarity perspective.
