列宁对苏维埃制度下党政关系的探索

After the soviet system was established in Russia, it was the practical problems faced by regime construction that how to correctly deal with the party and state power relations. Lenin led the Russian Communist Party to make an active exploration, and formed some thoughts which had instructive significance. The thoughts were as follows： ＂Both the soviet and the party＂was the initial principle; Correctly understanding and profoundly implementing Party leadership was the crux; Clearing and separating the function of Party was the emphasis; The Relationship between Party and State Power was not stable but constantly improved.%俄国苏维埃制度确立后，如何正确处理党与国家权力的关系成为政权建设面临的现实问题。列宁领导俄国共产党进行积极探索，形成了一些具有启发意义的认识。这些认识包括：“既要苏维埃，又要党”，是处理党政关系的首要原则；正确理解党的领导的内涵，深入实施党的领导，是处理党政关系的关键；明确党与苏维埃的职责，实行党政职能分开，是处理党政关系的重点；党政关系不是固定不变的，而是要不断改进。
