针对以往道路网容量模型在假设,模型建立及算法方面存在的典型问题,提出基于特定OD分布形态的路网容量双层规划模型。其中上层模型为考虑一定服务水平限制下能通过路网机动车的最大容量,反映OD需求分布形态与路网匹配程度,下层问题是考虑OD需求分布条件下用户均衡分配问题,并为模型设计了算法求解。最后以上海市某区域的目标年规划路网的属性条件为例,求出容量可行解。实例结果分析表明,该模型、算法有效,能为考虑可持续发展的路网规划决策提供科学的决策依据。%Road network capacity of urban is a key issue in easing congestion. According to the typical problems existed in the emerging methods on the hypothesis, model establishment and algorithms of the previous model, a bi-level programming model for the road network capacity based on the existed OD distribution were presented, in which the upper level planning considered the maximal road network turnover amount problem under the service level restraint, the lower level planning considered the user equilibrium assignment problem under the distribution of OD demand, and then the corresponding algorithm was designed. Finally, a case in Shanghai was tested to verify the effective of the proposed model. Therefore, it provided a scientific basis for the transportation planners to develop effective solutions.
