来华留学生教育的跨越式发展对中原经济区建设、中原崛起意义重大,但由于多种因素的制约,目前河南留学生教育的发展还不尽人意。新的历史条件下,我们应改变观念,抢抓机遇,通过政策扶持和灵活的招生机制,迅速改善河南留学生教育的格局：提升、丰富留学生教育的层次,将外国留学生教育的重心由语言培训转变为学历教育;充分发挥河南历史文化资源大省的独特优势,建设具有鲜明特色的外国留学生教育基地。%It is of great importance to boost the oversea students＇ education in turning Henan province into an economic district of central China and realizing the rise of the Province. Under the new historical conditions, we should change our concept and take a full grasp of the opportunity to improve the situation of the oversea students＇ education in Henan province through policy support and flexible students＇ enrollment system： we shall raise and enrich the educational level of oversea students so as to transfer the education focus from language training to academic education; by giving full play to the unique advantage of Henan province as a huge province with bountiful historic and cultural resources, we shall build Henan into an educational base with distinct characteristics for international students.
