PURPOSE:To make it possible to judge whether a specified value is normal or abnormal even by a person other than a specialist by providing a setting means for determining the target range of a measuring component and a means for reporting the fact that the measured value is inside or outside of the target range. CONSTITUTION:A ROM 11 stores a measured-value converting table 11a, which converts the color that is read by the control procedure of a CPU 11 or read front test paper. An auxiliary memory RAM 12 has an upper-limit memory part 12a for storing the upper-limit preset value of a target range, a lower-limit memory part 12b for storing the lower-limit preset value of the target range, a special symbol memory part 12c and a speech memory part 12d for storing the speech indicating the fact that the measured value is inside or outside of the target range. When the test piece is inserted through a test-piece inserting hole in this constitution, a test-piece reading part 14 reads the color of test piece. The color is converted into the measured value with the table 11a. Then, whether the measured value is located inside or outside of the preset target range not is judged. When the value is located within the target range, the result is displayed with a display part 17 and a speech generating part 18. Thus, a measuring person can recognize the range of the measured value.
