The rise of network political action has changed the information exchange and interaction type between levels of government and rural communities from the series to the parallel; Grass-roots govern-ment has been weakened on its information intermediary role between the rural communities and high -lev-el intergovernments,its original two-way information superiority has been dissolved , which has led to its self-serving policy space has been compressed .And, network technology has led to a wide range of social members to participate in the interactive information process between rural communities and State , the o-riginal state-village binary interaction has turned into the state-society-rural tripartite interaction,thus,the interactive game mechanism has changed between rural communities and governments at all levels .The above-mentioned changes of network technology indicate a change trend of rural political and social ecolo -gy ,the governance mechanisms in rural communities need to adaptive transformation , the closed govern-ance should turn to be the open governance , the controled governance should turn into cooperative gov-ernance.% 网络问政的兴起推动着各级政府和乡村社区间的信息交流与互动由串联式向并联式转变，基层政府作为乡村社区和上级政府间的信息中介角色被弱化，其原有的双向信息优势被消解，这导致其自利性施政空间被压缩。网络化背景下社区外的多元社会主体可以参与到乡村与国家间的信息互动过程中，原有的国家———乡村二元互动转变为国家———社会———乡村三方互动。因网络技术而生发的诸变化昭示着乡村政治社会生态的某种趋势性变迁，乡村社区的治理机制需要进行适应性转型，应由封闭型治理转向开放型治理，由控制型治理转向合作型治理。
