辽宁省部分县（市）科技进步态势分析∗

摘要

The scientific and technological innovation in counties ( cities ) is an important foundation of national innovation system. It is an important issue for the government departments in counties ( cites) to find out how to exert the supporting and promoting functions of science and technology on economic and social development in counties ( cites ) . Through analyzing related indicators and data of situation of scientific and technological progress of some counties ( cities) in Liaoning Province, the specific situation and fundamental characteristics of some indicators are compared of scientific and technological input, scientific and technological output and independent innovation, etc., the gaps and deficiencies are summarized, in order to provide decision-making evidences for the constitution of policies on scientific and technological progress in counties ( cities) by governments at all levels.%县(市)科技创新是国家创新体系的重要基础，如何发挥科技对县(市)经济和社会发展的支持和促进作用，成为县(市)政府部门的重要课题。通过对辽宁省部分县(市)科技进步态势的相关指标数据进行分析，比较其科技投入、科技产出和自主创新等指标的具体情况和基本特点，总结差距和不足，为各级政府制定县(市)科技进步政策提供决策依据。
