一九三四年，浙江遭受重大旱情，旅沪浙籍人士组建临时性赈济组织甲戌全浙救灾会对家乡进行赈济。全浙救灾会对浙江旱区的帮助主要有三个方面：第一，通过主动筹资对灾民直接赈济；第二，积极联合其他慈善团体，共同募捐，对浙江灾区施赈；第三，利用会员个人社会活动力以及团体影响力，向政府施加影响争取官方赈济资源。通过这些方式，全浙救灾会对浙江旱区的赈济工作起到了积极作用，也显示了近代民间团体力量对赈灾做出的贡献。%In 1934, Zhejiang province underwent a devastating drought. Zhejiang residents who lived in Shanghai at that time estab-lished Jiaxu Zhejiang Relief Association just in time to launch a relief for their hometown. There were three main aspects that Jiaxu Zhejiang Relief Association contributed to the struggle of the drought in Zhejiang province. Firstly, it gave direct relief to the victims through fund-raising. Secondly, it offered the relief to Zhejiang province by uniting other charity groups and communities to do the fundraising. Thirdly, it obtained the official relief resources from the government by exercising the social influence of its individual members and group members. In these ways, Jiaxu Zhejiang Relief Association played a positive role in the fighting with the drought in Zhejiang province, thus reflecting the contribution made by the civil society powers in modern times.
