基于平衡计分卡的农地非农化监管绩效的指标体系研究

摘要

在我国城镇化、工业化加速推进下，农地非农化不可避免。地方政府作为农地非农化的主导者，存在既充当“裁判者”，又扮演“运动员”角色冲突下的大量失范行为，在加速城市化中导致了过度农地非农化，也成为了影响深化土地改革的关键因素。从过度农地非农化入手，强调绩效评价研究在农地非农化中的紧迫性和必要性，并以地方土地督察机构为例，利用平衡计分卡的理念框架，设计合理的农地非农化监管绩效指标体系，为科学规划土地、完善土地管理提供参考。%With the rapid progress of urbanization and industrialization, farm land conversion is inevitable. Local governments become the dominants of farmland conversion, and act as both"judges"and"athletes"roles, resulting in conflict of a large number of anomie behaviors, and leading to excessive land conversion in the accelerating urbanization, and also become the key factor influencing the deepening the reform of land. This paper further studied on the problem of excessive farmland conversion, emphasizing the performance of evaluation and research in necessity and urgency of land conversion, and taking local land supervision institutions for example, to make full use of the framework of the balanced score card, to design a performance index system for farmland conversion regulation reasonably, to provide a reference for scientific planning of land and improve land management.
