黑色旅游中政府的管理职能

摘要

重大灾难发生后，在诸多产业百废待兴之时，优先发展旅游业，是国际性的经验，而威胁人类生存的自然灾害、人为灾难则催生了一种新的旅游经济——黑色旅游。我国发展不完善的市场经济和黑色旅游的特殊性决定了政府必须发挥主导作用，对黑色旅游经营管理，充分发挥政府职能，以黑色旅游为契机最终推动灾区经济、文化、社会重建。%It is international experience to give priority to tourism development after the occurrence of tremendous disaster when industries expecting to be recovering, whist the natural disaster and man- made disaster threatening human survival give rise to a new tourism economy -Dark Tourism. China＇ s imperfect market economy and the specialty of dark tourism determined that the government must actively leading its roles in maintenance management and functions of government to eternaUy promote reconstruction of the disaster areas＇ economy, culture and society via dark tourism.
