浅析政府在黑色旅游发展中的管理职能--以哈尔滨七三一遗址为例

我国尚不完善的市场经济与黑色旅游的特殊性决定了政府必须发挥主导作用，并对黑色旅游的发展进行管理。通过分析政府在侵华日军第七三一部队罪证陈列馆发展中的管理职能，中央政府应当发挥宏观调控职能，出台黑色旅游相关者的行为规范，构建业内的伦理道德机制；地方政府应当塑造“软实力”、优化升级“硬环境”和吸引社区居民的参与。只有中央政府与地方政府的大力支持，二者各司其职，相互配合，才能为黑色旅游的健康有序发展保驾护航。%The imperfect market economy and particularity of dark tourism in our country decided the government should play a leading role and manage the development of dark tourism. The study analyzes the management function of government in the development of Exhi-bition Hall of Crime Evidence of Japanese Germ Factory in Harbin.The central government should play a macro-control function, formu-late the code of conduct of dark tourism, build the ethics mechanism;local government should shape the soft power, optimize and upgrade hard environment and attract the participation of community residents. Only the strong support of the central government and local govern-ment, performing their duties and mutual cooperation, can develop the healthy and orderly dark tourism.
