科学技术发展与公共政策研究——论需要公共政策应对的科技发展问题

[摘要]科学技术与公共政策的关系问题在当下具有挑战性。迫切需要公共政策来应对的科技发展问题主要有：举国体制、保障学术自由、行政权力与学术权利协调、知识与权力的共谋或分立、科技成果既具有功利性又是公共品、学术规范恰当运行等问题。其中的理论和现实两个方面都需要予以充分的关注。%The relationship between science-technology and public policy is a challenging problem. With respect to the development of science and technology, the issues which badly need response by public policy refer to the nation-sponsored system, the guarantee of academic freedom, the coordination between administrative power and academic right, the collusive or decoupling relationship between knowledge and power, the inconsistent coexistence of utility and publicity in scientific and technological achievements, and the appropriate operation of academic norm. Among them, the theoretical and realistic aspects should be paid much attention to.
