建立健全政府决策失误问责制

A right decision-making can help decrease the cost and increase the beneficiaries; and an erroneous one would have totally opposite consequence. The document-emporary provisions about complementing the accountability system for governmental officers published on May 2009 made the governmental erroneous decisions the first entry which highlighted its serious consequence. The faulty accountability system is the root cause for the difficulty to prevent the erroneous decisions making. Several things need to be done： in order to develop a powerful accountability system of which all aspects link together tightly, decision makers have to keep improving their sense of responsibility, the procedures of decision making need to be standardized, the judging measurement and punishment for erroneous decisions and the need to be specified.%正确的决策，有助于减少决策成本，增加决策的目标受益；而决策失误将会大大增加决策的成本，给国家和人民的利益带来损失。2009年5月《关于实行党政领导干部问责的暂行规定》将决策失误列入党政领导干部问责七种情形的第一条，凸显了领导干部决策失误的严重危害。决策失误的相关问责制度不完善，是导致当前决策失误难以杜绝的根本原因之一。必须通过不断提高决策者的责任意识，强化责任体系；规范政府决策程序，建立相应环节的问责机制；建立决策失误的问责标准，加强异体问责力度；建构决策失误责任追究的制度和法律保障等多方面、多渠道完善政府决策失误的问责制。
