Driver-error is the major cause of accidents in railway operations. Besides age and experience, fatigue is a major cause of driver-error. First, the reason of driver error is discussed, especially driver behavior degradation because of fatigue. In railway industry, it has led to the implementation of fatigue program, an error management approach requires adaptation of traditional roles and attitudes, for controller' unions, companies, and regulators. Then, this paper proposes a risk model for analyzing driver-error or driver reliability of Chinese railways. The focus is whether railway-specific factors are useful in predicting driver-error. The results indicate that railway-specific factors generally were not useful predictors of driver-error. This paper has provided a unique, first-step approach for tackling an important safety issue. At last, by analyzing factors associated with driver-error, policy-makers can more effectively manage and reduce the risk of railway accidents and incidents.
