基于平衡计分卡的利益相关者模型在人力资源管理效能评价中的应用

         

摘要

With the rising of competitive intensity and the organization reforms,the contributions of the human resource management to the organization receiving more and more attention.The rapid development of the new trends,such as employee leasing and outsourcing etc.,leads to new demands for human resource management.An overall appraising method -Stakeholder Model Based on BSC is suggested.Firstly,the thesis identifies the scope of the stakeholders of HRM,and according to their work natures and functions,classifies them into four types,including the top executives,employees and direct supervisors,HR intermediaries,and trade unions and government agencies;Secondly,the four types are placed on the four dimensions of the BSC,and the key indicators are proposed.%经营环境变化和组织变革使得人力资源管理对组织的贡献越来越受到关注,而当前人力资源管理新趋势,如外包和员工租赁等的快速发展,也对人力资源管理部门的工作效能提出了新要求。基于平衡计分卡的利益相关者模型能较好地用于人力资源管理效能的评价。首先,在对人力资源管理相关利益群体进行范围界定的基础上,根据工作性质和职能定位,将其划分为四种类型:高层管理人员、员工及其直线主管、外部中介机构和服务人员、工会和政府机构等;其次,将以上四类利益相关者及其关心的内容指标放置于平衡记分卡模型中,分别称之为战略维度、专业维度、交付维度和社会维度,并提出主要的评价指标。
