城乡儿童都必须接受义务教育，都应该享受同等的接受义务教育的权利。长期以来，城市义务教育在办学条件、质量以及教学投入上都明显优于农村义务教育，近年来这种状况依然存在，导致城乡义务教育非均衡化状况越来越严重。这种现象主要是由于中国在发展过程中城市偏向型政策的存在以及义务教育政策执行过程中保障机制不健全等原因导致。为了促进城乡义务教育均衡化发展，保障教育公平，政府必须完善相关政策、制度，并建立义务教育政策执行监督制度等保障措施。%Both urban and rural children must receive the compulsory education and they should enjoy the same right to receive the compulsory education .However ,the compulsory education in ur-ban areas has been obviously better than that in rural areas in school-running conditions ,quality and teaching input for a long time .T he situation still exists recently ,and the unbalanced situation of ur-ban and rural compulsory education becomes worse and worse .This phenomenon can be attributed to the existence of urban-oriented policies in Chinese development process and the unsound security mechanism in the implementation process of the compulsory education policies .In order to promote the balanced development of urban and rural compulsory education and guarantee the educational e-quality ,governments must improve relevant policies and systems and establish such safeguard meas-ures as policy implementation and supervision regulation for compulsory education .
