新时期中埃蓝色伙伴关系构建———基于SWOT‐APH 分析法

摘要

在全球海洋治理和21世纪海上丝绸之路倡议的大背景下,我国提出与其他国家建立开放包容、具体务实、互利共赢的蓝色伙伴关系,这有利于我国与其他国家开展海洋资源开发与合作,共同打造海洋命运共同体.埃及作为"一带一路"的重要节点国家,构建中埃两国蓝色伙伴关系,尤其是发展中埃两国蓝色经济伙伴关系显得尤其重要.有必要引入SWOT分析法对中埃蓝色伙伴关系构建中的优势、劣势、机会、威胁等因素进行分析,由于SWOT分析作为定性研究不能将各因素的权重进行准确的定位,因此继续引入APH分析法将SWOT中各因素进行权重排序,并将各个要素的权重画成战略四边形确定两国应采取SO型战略,据此得到中埃两国在蓝色伙伴关系构建中的具体实施路径.%Against the background of global ocean governance and the21st century M aritime Silk Road Initiative ,China proposes to establish an open ,inclusive ,concrete ,pragmatic and mutually beneficial blue partnership w ith other countries , w hich is conducive to the development and cooperation of marine re‐sources betw een China and other countries to jointly build a maritime community w ith a shared future .E‐gypt ,as an important country in the Belt and Road Initiative ,is particularly important in building the blue partnership between China and Egypt ,especially the blue economic partnership between the two countries . It is necessary to introduce SWOT analysis method to analyze the advantages ,disadvantages ,opportunities and risks in the construction of blue partnership betw een China and Egypt .As SWO T analysis cannot ac‐curately determine the w eight of each factor as a qualitative study ,A PH analysis is introduced to rank the w eights of each factor in SWO T .T he w eight of each factor is draw n into a strategic quadrangle ,w hich de‐termines that the tw o countries should adopt SO‐type strategy .Based on this ,the specific implementation path of the blue partnership betw een China and Egypt can be obtained .
