教育扶贫与留守儿童关爱体系建设——基于D县T村'图书导读试验'的研究

     

摘要

Based on the framework of"community building children development",this paper examines the ru-ral education poverty from the perspective of community community,and tries to understand the plight of the de-velopment of left behind children from a holistic,systematic and holistic perspective.Taking the case study of the"Book Guide Experiment"of T village which is one of the poor counties of China as an example,it analyzes the in-ternal logic relationship between the development of left behind children,the community construction and the pov-erty control in the poor mountainous areas.It is suggested that the feasible way of poverty alleviation and rear chil-dren care system construction in poor mountainous areas include:on the one hand,it should reshape the develop-ment of community sense of community economic and cultural hub,effectively integrate the government,market and social forces coordination to ensure educational resources in urban and rural areas,which meet the needs of left-behind children compensation education;on the other hand,shape the harmonious rural society growth pattern as the focal point,cultivate the social innovation spirit of the villagers and the socialized governance path of pover-ty,construct the mechanism of mutual aid and mutual benefit between"poverty alleviation through education"and"Let the education cease to be poor"and the effective linking mechanism of urban and rural educational resources, promote the organic combination of the national child welfare policy and the local social welfare,and promote the development of left behind children by building environment-friendly community.%基于"社区营造-儿童发展"的框架,从社区共同体视角审视乡村教育贫困问题,尝试从全局性、系统性、整体性来理解留守儿童的发展困境.以国家级贫困县T村"图书导读试验"个案研究为例,分析贫困山区留守儿童发展、社区营造和贫困治理之间的内在逻辑联系,阐述贫困山区教育扶贫和留守儿童关爱体系建设的可行路径:一方面,以社区共同体意识的重塑、社区经济和文化的发展为枢纽,整合政府、市场和社会力量协同保障城乡教育资源的有效衔接,满足留守儿童的补偿教育需求;另一方面,以形塑和谐共生的乡土社会成长模式为着力点,培育村民社会创新精神和贫困的社会化治理路径,构建"通过教育扶贫"与"扶教育之贫"的互助互益机制以及城乡教育资源有效衔接机制,促进国家儿童福利政策和地方性社会福利供给有机结合,通过环境友好型社区建设促进留守儿童发展.
