中美两国中小学校长选拔任用制度比较研究

摘要

Analyse the comparison of the evolution history of the selection and appointment system of primary and secondary school priciplals ,the establishment of the appointment system in the US was early ,which lasted a very long time and was already mature .But the establishment of the appointment system in China was late ,which lasted a very short time ,and needs to be improved continuously .In the aspect of the selection mechanism ,the qualification of American primary and sec‐ondary school principals is more strict ,people advocate public selection and competition ,the selection procedure is fair and transparent .The qualification of Chinese primary and secondary school principals needs more strictly ,the selection proce‐dure is not standardized .%从中小学校长选用制度的演化历程比较，美国中小学校长任用制度的确立发展早，历时久，相对成熟，而中国中小学校长任用制度起步晚，历时短，尚待完善。从选拔任用机制的特点比较，美国中小学校长任职资格证书的认定相对严格，倡导公开选拔、公开竞聘，选拔过程公允度和透明度高。中国中小学校长资格认定还不是十分严格，选任方式和程序尚待进一步规范。
