In today’s world ,innovation has become the main internal drive to economic and social develop-ment ,and innovation capacity becomes the core element of national competitiveness .Confronted with the rapid technological progress ,it has become an extremely urgent historic task to transform innovative ideas and models ,to speed up the interdisciplinary integration and transformation of knowledge and technology , to accelerate the integration and restructuring of innovation and resources ,to promote the close combina-tion of production ,learning ,research and application to support the transition of national economic and so-cial development pattern .Under the background of innovation-driven developing strategy in China ,“Inno-vative Capacity Enhancing Program for Colleges and Universities” ,(the“2011 Plan”) brings forth a new horizon for the reform and development of higher education .It is of great significance instantly to explore the connotation of collaborative innovation from the evolving process of innovative theory ,to combine with preliminary practices of local colleges implementing “2011 Plan” ,and thus to put forward strategies and counsels for future collaborative innovation between colleges and universities .% 当今世界，创新已经成为经济社会发展的主要内驱力，创新能力成为国家竞争力的核心要素。面对日新月异的科技进步，转变创新理念和模式，加快以学科交叉融合为基础的知识、技术集成与转化，加快创新力量与资源的整合、重组，促进产、学、研、用紧密结合，支撑国家经济社会发展方式的转变，已经成为迫在眉睫的历史任务。在中国实施创新驱动发展战略的时代背景下，“高等学校创新能力提升计划”，即“2011计划”为高等教育的改革发展与创新能力提升开拓了全新境界。从创新理论的历史演进中发掘协同创新的时代内涵，结合地方高等学校实施“2011计划”的初步实践，为高等学校建构协同创新的实施策略在当下显得卓有意义。
