基于基准法的高校内部质量保障研究的可行性分析

     

摘要

基准法是一种全新的质量改进方法,其核心思想是通过对最佳实践的学习、模仿与创新,不断完善,持续改进,提升经营管理水平,获得竞争优势。在20世纪90年代被引入高等教育管理和教学领域后,许多国家都有基准法的实践。基于基准法的高校内部质量保障研究的可行性具体表现为:从组织的角度来看,高校符合基准法成功实施对组织的基本要求;从技术实施的角度来看,基准法评估高等教育的工具性适用于高校内部质量保障;从效益的角度来看,基准法对改进高校内部质量有推动作用;从风险因素控制的角度来看,基准法耗时长、管理难等缺陷是可控的。%Benchmarking is a total new method of quality improvement. Its core idea is to learn, imitate and exceed the best practice, improving sustainably to advance managerial and administrative expertise to win competitive advantage. Since being introduced to the field of high education management and teaching in the 1990s, education benchmarking has been practiced in many countries. The research of the university in-ternal quality assurance based on benchmarking is feasible from the following aspects: In view of organiza-tion, colleges and universities meet the basic requirements that successful benchmarking makes to the orga-nizations;in the perspective of technique implementation, the instrumental characteristic of benchmarking of evaluating higher education is suitable to the university internal quality assurance; from the perspective of benefit, education benchmarking helps university improve service quality, reduce costs and promote efficien-cy; from the viewpoint of risk factors controlling, the defect of time-consuming and management difficult of benchmarking can be controlled.
