网络治理:政策工具与推进逻辑

     

摘要

Network management is meant to realize the ordering process of virtual practice. In reality, how a network is constructed will greatly impact the management of the network; furthermore, the national press system will also exert compatibility constraints to network management. The consequence is that different countries might adopt different policy instruments in network management. There are various methods or policy instruments to regulate Internet behavior;however, due to the cross-boundary, national or ethnic na-ture of network management, a protocol embodying commensurability and involving the endowment of all countries should be worked out. For this purpose, review of the existing policy instruments should be done to check for commensurability so that the topology will be enlarged. How to evaluate the status of the network will decisively determine the choice of criteria for network management and be further embodied in policy instrument and portfolio strategies. To be specific, a network can be identified as“a cyberspace with syn-chronic time and space”,“a sub-society”extended from the real society, or“a new medium”different from traditional media.%网络治理是为实现合秩序状态而推进的虚拟实践有序化过程。实践中,互联网建设方式对网络治理形态具有决定性作用,现实新闻制度也对网络治理形态产生亲和性制约,不同国家会呈现出互有区别的治网逻辑。用以调控网民行为的政策工具多种多样,但由于网络治理超越了国家疆域和民族居所,因此网络政策工具应具备可通约性和世界禀赋。为此,可对现有政策工具进行可通约性检视,进而形成并不断充实网络政策工具谱。一国对网络属性的不同定位将决定其网络治理的思维模式,并体现为相应的治网逻辑和工具组合策略。具体而言,可以将网络定位于有别于现实社会的“异时空”,或是现实社会延伸出来的“亚社会”,抑或是区别于传统媒介的“新媒体”。
