以政府购买服务的理念推进开放大学转型发展

摘要

建设开放大学是国家教育体制改革和制度创新的重大试点项目，是构建国家终身教育体系、建设人力资源强国的一项重要战略举措。政府购买教育服务不仅是政府职能转变的重要体现，更重要的是一项社会治理机制创新，以政府购买服务的理念促进地方开放大学转型发展，是一种基于机制创新的积极尝试。近年来，常州市政府着眼于开放大学的非学历教育服务，开展了以政府购买服务，促进常州开放大学转型发展的探索与实践，并从认识、实施条件、过程管理和政策支持等方面进行了反思。%The construction of open universities is a key pilot project of the reform and innovation of the national educational sys-tem and an important strategy of developing a lifelong education system and building a strong country with rich human resources. Government purchasing education service is not only an important symbol of the government functions transformation but also an innovation of public administration system.To promote the local open universities transformation according to the concept of gov-ernment purchasing education service is an active trial of mechanical innovation.In recent years,the municipal government of Changzhou,focusing on non-degree education service of open universities,has taken the initiative to explore on how to promote the open universities transformation and development with the help of government purchasing education service.Some policies and proposals are put forward for the relevant problems in the course of transformation.
