The level of economy, education and culture in the north part of Anhui Province, in the whole, is lower than the middle, east part of Anhui Province, especially the gap of basic education is obviously large. The city of Bozhou, established as a prefecture-level city in 2000 and located in the northwest part of Anhui Province, has been developing fast wholly, but its compulsory education is comparatively developing at a lower level, especially such aspects as educational facility, low level of it and the structure of teachers and the unreasonable allocation in vast rural area of it. Therefore this phenomenon gives rise to our consideration and this paper attempts to explore the reasons so as to find some solutions to it.%安徽省北部地区的经济、教育和文化整体落后于皖中、皖东南部，其中的基础教育差距尤为明显。亳州市地处安徽省西北部，其自2000年建成地级市后，整体经济发展较快，而基础的义务教育发展较慢，尤其是广大农村基础教育的教育设施、水平较为落后，教师队伍结构、配置不合理。这就需要引起人们的思索这种现状和探讨其中的原委。
