In the process of industrialization, social security system which is consistent with the mainstream values, relatively stable subject relationship construction, national subsidies and multiparty financing, government led diversified management and so on has been gradually established and combined deeply with industrial society. With the advent of the post - industrialization era---the internet society, in particular, the transformation of labor relations, the social security system, which emphasizes the substantial fairness, mainly takes the three parties as the individual, the enterprise and the state as the main body. The social security system with the basic characteristics of the employers' association, the trade union and the government as the carrier is facing such problem as the evolution of the value concept, the ambiguity and complexity of the main body relations, the difficulty of capital planning and the management of social security hindrance and other major challenges. Allowing individuals to be the main unit of network social security management, promoting the diversification, flexibility and institutionalization of social security services based on the characteristics of the network society, innovating the overall management mechanism of social security funds for the network, and constructing the intelligent management and service system of social security will inevitably become the direction of the innovation and development of social security system.%在工业化的过程中,社会保障制度得以逐步建立并与工业社会深度契合:与主流价值理念相契合、相对稳定的主体关系建构、国家补贴与多方筹资并行、政府主导的科层化的经营管理等.随着后工业化时代——网络社会的到来,尤其是劳动关系的转变,人类工业化时代形成的强调实质公平的、主要以个人、企业、国家三方为主体,雇主协会、工会、政府为载体的博弈均衡为根本特征的社会保障制度面临价值理念嬗变、主体关系模糊并复杂化、资金统筹困难、社会保障管理受阻等重大挑战.允许个人作为网络社会保障管理的主体单元,基于网络社会的特点推进社会保障服务的多元化、灵活化与制度化,创新网络社会保障资金统筹管理机制,构建社会保障智慧管理和服务系统必然成为社会保障制度创新发展的方向.
