浅议强化农村基层政权建设的措施

The state power is based on rural grass-roots political units, the stability and development of which can significandy improve the ability at the grass-roots level in service and efficiency, and better promote the smooth development of grass-roots work. The rural grass-roots political power, as a functional leader, organizer and perpetrator, has multiple roles in China＇ s new rural eonslruefion. It is of great importanee to consolidate the eontinuous improvement and development of the rural grass-root political power, which will directly affect the pace of new rural construction in China and the goal for the achievement of a comprehensive well-off.%农村基层政权是国家政权的基础。目前我国农村基层政权建设存在党政不分、政企不分、权力结构失衡、事权财权分离、公共管理服务能力弱等问题。加强农村基层政权应着力改善党委领导，树立人大权威，发展乡村经济，完善轻移支付制度，加强干部队伍建设，提高其社会管理和公共服务能力。
