In order to evaluate the accessibility of ship evacuation more comprehensively and more systematically, this paper constructed an index system for evaluating the ship evacuation accessibility on the basis of analyzing the ship evacuation process, and established accessibility evaluation model of ship evacuation based on data envelop⁃ment analysis ( DEA) . Then the model was used to evaluate the passenger evacuation accessibility, and thereby get the accessibility index under the circumstances of two different general arrangement designs of a passenger ship. Further the design focus and the redundancy or deficit ratio of all indicators were analyzed, which provide the theo⁃retical basis for the choice and improvement of ship general arrangement design and evacuation.%为了全面系统的评估船舶人员疏散通达性，在分析船舶人员疏散全过程的基础上，构建了人员疏散通达性评估指标体系，给出了各项评估指标的定义及计算方法。依据投入产出系统提出了通达性指数概念，并基于数据包络分析方法建立了船舶人员疏散的通达性评估模型。利用该模型对某客船的2种不同总布置设计方案进行人员疏散通达性评估，得到了2种设计方案的人员疏散通达性指数，并对各项指标的冗余率或亏空率和设计侧重面进行了分析，为船舶总布置设计抉择和改进及人员疏散科学管理提供了理论依据。
