We have to take into account the distribution of the responsibility between the central government and local government in the security of public housing .These responsibilities include fiscal responsibility , system construction and supervision responsibilities .And the performance of any one of them can't reach the social common goal without the existence of government accountability , judicial supervision and supervision by public opinion .%中央与地方政府在公共住房保障问题上，存在着责任的分配问题。这些责任包括财政责任、制度建设责任和监督责任。无论何种责任的履行，都需要通过对政府问责、司法监督和舆论监督来达成社会的公共目标。
