“需要”是社会福利与政策领域最为核心概念之一，在专业社会工作实践中逐渐形成以服务对象“需要”为核心的“需要为本”模式，并以服务对象“需要”未得到合理满足作为社会问题产生的直接归因。因此，在当前流动人口犯罪青少年的社区矫正工作中，应采取“需要为本”模式，并针对流动人口犯罪青少年在“流动人口”、“青少年”以及“罪犯”的三个身份面向，满足其“社会融合”、“良好的社会化环境”以及“平等社区矫正权利”的三种主要需要。%"Need"is one of the most important concepts in social welfare and policy filed .In professional so-cial work practice , the"need-based"model focuses on clients'needs and their relationship with social problems . Therefore, Currently community correction work involved in the juvenile delinquency amongst the migrant popula -tion in China with a "need -based"model should focus on the juvenile delinquency's needs of "social integra-tion","favorable environment for socialization", and "equal rights for community correction".These needs are mainly consistent with three roles of juvenile delinquency , namely "migrant population", "youth", and "delin-quency".
